NATO DEEP Mongolia ADL Capacity Building Update (March 2026)

Between 3 and 6 March 2026, a NATO DEEP delegation visited Mongolia to assess the country’s potential and capabilities in the field of Advanced Distributed Learning (ADL), as well as to support the development of the Master Instructor Programme (MIP). The visit also aimed to identify key areas for further development in digital education. The programme included a series of workshops, consultations, and working sessions with representatives of the Mongolian National Defence University (MNDU), including academic staff, technical personnel, and leadership. Discussions focused on the current state of e-learning, available infrastructure, and future plans related to the development of online and blended learning. As part of the visit, practical ADL workshops were delivered, covering instructional design (including the ADDIE model), modern teaching methodologies, Learning Management Systems (Moodle, ILIAS), and synchronous tools such as BigBlueButton. Participants also explored the use of artificial intelligence in education and its applications in military training. A key element of the workshops was the hands-on approach. Participants worked in teams to design and develop prototype online courses, demonstrating strong engagement and the practical applicability of ADL tools in the Mongolian context. The visit also included discussions on the development of an ADL roadmap. Mongolian partners expressed strong interest in continuing cooperation and confirmed plans to launch their own Moodle-based learning platform. The mission confirmed a high level of motivation, professionalism, and openness among participants, while also highlighting the importance of continued expert support and capacity building in digital competencies. The outcomes of the visit provide a solid foundation for further cooperation under the NATO DEEP programme and for the sustainable development of ADL capabilities in Mongolia.
